All window blind sizes are based on the valance case as the measurement for the width of the blind. The width of the fabric will be 1.5 inches smaller in coverage than the valance case. When measuring for the best fitment (specifically for inside mounts) the size you are purchasing is for the valance case size, not the fabric coverage.
